As far as I know it doesn't seem to have downloads, but if you want to watch cartoons OR anime,  
TheWatch Online CartoonOnline.tv. It seems to have a good catalogue of animations. I use android and I recommend using Firefox with the extensions Adblocker Ultimate, uBlock Origin and Popup Blocker (strict) to prevent annoyong popups from showing up. I've had no popups since I had these three extensions. Just my own personal insight.
