Also, their leaders aren’t too bad. I mean, they’re not the strongest trainers around, but they certainly aren’t pushovers. The grunts have always been jokes, Team Skull just has fun with it.

No, I don’t liike how they make them out to be the real threat when they are not.
Also Guzma was working for Lusamine, so he’s not the “villainous leader” when he is an underling.

Leader of Team Skull, the team the turns out is basicly the super grunts of the real threat, is not villainous or the real leader.
I think I need more practice in Dark Souls III before I can do anything. I just loaded it up after a little 6-month hiatus, tried to get through Farron’s Keep and died 10 times in a row without making any progress. I think I’m going to put that game aside for awhile.
Look, Guzma and Team Skull where just a group of pucks and only became a threat once Guzma starts taking orders from Lusamine.
In the end it was Lusamine that was the villainous leader, not Guzma.
And Bulbapedia can list him as one but it’s f-ing WRONG.

Why can’t they both be the leaders? Guzma is the leader of Team Skull and works for Lusamine because he sees an opportunity. Team Skull and Guzma would still be around and active without Lusamine, and them working for her changes practically nothing.

I didn’t say Guzma wasn’t a leader, he’s just not a “villainous leader”.
The fact that he was working under Lusamine and she was the villain changes the fact of him being a villainous leader, making him just the leader of Team Skull.

And Team Rocket were just petty thieves with money, Aqua/Magma environmentalist that went too far, and Plasma hippies that wanted to free pokemon (half of them at least). Also, Ultra Moon/Sun has the past leaders work with Giovanni, so by your logic, none of them are actual villainous team leaders.
Look Meanlucario, I actully like Guzma, and how he and Plumeria look ofther their underlings.
But the reason I do not count Team Skull as a villainous team if from how they are so much less of a threat then any other team in the past.
When it takes them being ordered around from someone not part of the group for them to become a threat, then they are NOT an villainous team.
All other teams has their shit together on there own.

You skipped over there goals and deeds to knock them down to being just like Team Skull.
Team Skull at most was harassing people and pokemon before Lusamine gave orders, all the other teams where commuting real crimes to reach there goals all on there own from early on.
