If a commissioner commissioned something that the artist doesnt typically draw or doesn't want to be seen or known for drawing, then they may request the commissioner not share it publicly, In which case it'd be purely for **personal consumption**.
 
If the artist wishes to be the only one to post it on sites, to be able to maintain control over the work (and/or be able to edit stuff on it like the description, tags and source), then they'd ask the commissioner to not post it on those sites, and if the commissioner wishes to have the work on those sites then the artist may go ahead and post it(or get permission to post it themselves).
 
Reasons for commissions and rights for artist/commissioner _*should be_* established before it's paid for or work begins. You wouldn't want to commission gift art for a friend and not be able to share it with them.
