I've got no problems with people charging money for commissions, but it's sorely lacking details. It could be an awesome detailed piece, or it could be just a simple profile sketch. If the latter, $100 seems a bit excessive. Especially given a lack of any other examples (unless the artist attached to that email address is well-known.)
If you're referencing the 1.00/100 thing, I see people commonly misplace the dollar sign.
