I know this is two months old, but I can't let this stand.
This is a parody of the tendency for pop cultural fiction, especially anime, to have rival characters shout each other's names at the top of their long. The animator decided to use the most recent memetic and notable example of this, Kill la Kill, and then stretched that out across pop culture.
Does the fact that it's over the top bother you? Too bad! It's a parody of over the topness, so of course the gif would be too.
