Always hard to tell if somebody is being sarcastic. This is far from animal cruelty. Just a harmless prank at the cost of the cat/pony. Startling somebody/something won't kill him/her/it under normal circumstances.

Yeah, not sure if it has been debunked already or was just common sense. I remember a video where a puppy was "sneaking" on a cat and the cat "flew" away the moment it noticed the curious doggo. It's just a startling reaction.
