4 really makes an effort to humanize raiders, actually. They care about each other (not about you, mind you), they have family--one of them is even being blackmailed for the safety of her sibling according to the terminals--and they talk amongst themselves humorously.
At one point, you come across a raider kneeling to plant flowers on a grave, though they do attack you as soon as you intrude.
