Considering the Trolluna pictures, this was probably her design. No idea what Celestia did, but this is certainly a cruel punishment for it.
That or it's Twilight's first ever wagon design just after she joined Celestia as her student. Didn't wanna break the kid's heart by outright saying 'this is wrong wrong wrong it'll never work', right?
