Actually, you should re-read the comic. Right before they try to use the Elements, Accord says that the Elements won't defeat him without Twilight. Then he dares them to try them on him anyway, which was probably him baiting them.


 
The magic of the Elements CAN be used in conjunction with other spells, even without all the bearers present (see Magical Mystery Cure and the cutie mark swapping spell). They can also affect the bearers due to the connection between them.


 
Starlight did not have to contend with "the full force of the Elements of Harmony". That would have required Twilight to be there as well. Accord only used the Elements to spread his mind control to everpony, which would have happened eventually anyway, faster thanks to the Elements. Thus, the only thing Starlight had to withstand was Accord's mind control, which she had been doing fine up until then, thanks to that shield Celestia put on her.


 
Yes, Starlight didn't even make the shield. If you look close at the previous page, her horn isn't glowing. It's just the same shield she's had the whole time, that Celestia made.
