What I'm saying is, several episodes of the show have made clear that they literally only come when ponies live in disharmony with each other, when they fight and hate each other, on their own accord.
 
Having a master would mean said master sends them to attack certain lands in order to conquer or simply destroy thosem, but with the way they basically get summoned by emotions, the exact opposite is indicated. They are evil spirits, maybe even directly born from negative emotions, not members of someone's personal army.
 
Because they only attack and bring destruction if the circumstances are the right ones, which they weren't for more than a thousand years in Equestria now, they would be a pretty ineffective army for any enemy of Equestria.
