No it's water mixed with the additive you put in it.
 
Sure it less toxic than cigarettes (depends on the additive but they are pretty rare depending on the country your in) but it's still a "soft" drug.

I don't agree on that, they are much much less problematic than cigarettes, laws should be at least be more permissive on them.
 
I don't say let it be used everywhere, lets be smart about it, for example it shouldn't be used in hospitals, maternity hospitals, schools, high schools, colleges or gas stations (or other flammable place).
