Seeing as it was Twilight that developed in the ep, and it was Celestia that was there to help her, while the real Starlight was just there tot get a medal and stay at the castle in the end, an ep that features and develops Celestia as a character is much more than what we had in six seasons before this, hence why it's considered a Celestia Episode, even if she was just a featured character.
