Perhaps,What does Elitism mean here? I think we can assume that there is a perception in the show that Unicorns are associated with direct magic(As they have the most visually striking magic) as well as power,knowledge wealth and prestige. It Seems Obvious that Unicorns do have a forefront position In society at least. Now from this scene your right in that there are no visual Unicorns but it could be that the building is a commemoration appropriate to warrant Unicorns Statues like a memorial or something. Or it can be a library or school and since Unicorns are associated with Knowledge there placed there for a "ponyzing" decorations like Greek style statues at a college.We don't know.

We know Its a short scene for a larger plot in a story and most likely the assets were ripped by the animators with little though and only because they looked cool for that scene. To call anything in this world of colorful cartoon horses elitists would be meaningless as we have no context and with a modern view of "discrimination" you could find so many counts of "elitism" with the all female monarchy and racial based magic and crystal castles popping up in town unannounced that Equestria would resemble a totalitarian state if you looked hard enough thorough those glasses of modern Egalitarian thought(it's not of course but I have no doubt someone on Tumblr would ansd has gone that far because of their gender studies class or whatnot) .
