Azathoth is the highest of the Lovecraftian gods mainly because everything else in existence is merely a dream he's having. If he wakes up that dream will disappear and all the gods no matter how high and mighty they are will simply vanish which is why they are trying to keep him asleep. That is the scary thing about him.
