According to the show, a young dragon who loses control of his greed goes through some unnatural sudden growth that can be suddenly reversed when they stop being greedy. It was never stated this is the "only" way dragons grow. And now with what we know its gonna happen, its finally confirmed that it is really not how they're supposed to grow. Also, supressing the instinct was never hinted to stunt growth. That's from fanfiction land.


 
It still won't matter because not only is it doubtful they'll ever have a big enough timeskip, but also since dragons are supposed to live for millenia, the writers can just make it so their baby and teen phases (pony size) lasts for as long as they want, like hundreds of years.
