It's clear that the school has students of all ages, but it's also clear that the "student six" are minors. Except for Sandbar they are all escorted by family or other authority figures who dote on them as if they're kids, but also expect obedience.
Their attitudes also scream middle-school or highschool age.
I put them at 13-16. Derpi policy for art tagging also assumes they are children. The show staff calls them "the young six."
