All other dragons wave wings, but Spike does not have wings. That's a fact.
Show bible have been leaked, there's nothing about that in there.
Show could have gone two ways:
1) Spike is not mutated wings yet, gonna learn to fly
2) Spike is rare special magical breed of a dragon, gonna learn spells
Both are widely accepted "fan-theories". No matter what they choose, they would have been accused with pandering.
Of course, there's "Spike is... nevermind, status quo is god" way, but it's a cop out. I'm sure you would be glad with that, but I'm not.
