Pinkie tends to be quite fickle in her intelligence depending of the episode, thought I agree she's smarter than she looks.


 
Rainbow however is a damming case, as she's far from stupid, but apparently being an underachiever at school seems to mean that one is stupid here apparently. She does have to have skill at quick thinking and making indy ploys, she can easily read her environment an even learn from it, and compared to Twilight and Pinkie she does have some common sense when her leeroy jenkins tendencies and ego doesn't take the better of her.
