Because Chrysalis' characterization in the following episode is contradictory to Cozy Glow's characterization.
1: Why didn't she use her supposed "Cozy Glow disguise", a camera, and a pair of scissors to gain the required material more subtly? It doesn't make sense to use a different disguise for no reason.
2. Notice how Chrysalis _couldn't_ help but show contempt towards Starlight, by having to be prompted to take a picture of her, and _blatantly_ ducking out of talking to her just a moment before? Cozy Glow showed *no* signs of said contempt toward Starlight while talking to her, and she lacks any similarities to Chrysalis' color scheme as a hint to that being her identity, and no bug motifs. I doubt Chrysalis could have a civil conversation with Starlight if she tried.
3. I doubt someone like Chrysalis would pretend to be a child that also _doesn't have a horn._
4. It would give Neighsay more of a leg to stand on in the end in his beliefs, and I doubt that's the story that's gonna be told. (whether she's actually gonna end being associated with him or not is another story entirely. I'm gonna take a shot in the dark and guess the answer is "no, she's a lone wolf for whatever plans she has, doing them of her own volition.")
Face it, Chrysalis couldn't hold a civil conversation with Starlight if she tried, because she's not a very good actress.
