Its Baby Doll aka Mary Louise Dahla. An actress who was born with systemic hypoplasia, a rare condition which kept her from ever aging, meaning that she spent all of her life looking like a little girl.
 
Which is kinda sad really. The episode ending of her first appearance on Batman: The Animated Series makes you feel sorry and sympathize with her.
