We know she isn't Equestrian Gem/Gold Rich, because of the Fundraiser plot point in the Specials.


 
Nothing looks tattered or worn, and she has Utilities so she is not squatting... I thinks it's just cheep, probably an old Lady Landlord that won't ask too many questions.
 
Sadly, if her Apartment took ques from Equestria we wouldn't be having this discussion.
