Just because she goes back to Stalliongrad and makes sad-eyes doesn't make her the embodiment of forgiveness. Nobody but the most morally weak and self-deluded would be moved to forgiveness by this. They're not giving her a second chance because they forgive her, but because she's being vouched for by actual alicorn Princess. If you need the surety of Twilight to face your victims, you're not forgiven.
