I can't comment as to when Zaj's official first Lilith drawing was, but the earliest I could find on a quick FA timestamp was here"[Feb 27, 2012":](https://www.furaffinity.net/view/7479996/) [or the 14th for the "[earliest drawing uploaded to FA":](https://www.furaffinity.net/view/7399042/) ] (which I heavily doubt is the first drawing of her or even the same date when it was drawn) vs "[October 3, 2011":](https://www.deviantart.com/sw1tchbl4de/art/Project-Horizons-Cover-261570078) for the PH cover.
As for the furry oc she's based off of that zaj also made (a squirrel that has the latex accessories and has the black line); there's at least one image that dates back to Aug 9, 2010 (check e621, explicit), and a ponified version of that same furry oc that dates Feb 18, 2011 (FA scraps).
In the end, this most likely is a case of a coincidental design similarity. Like when I found out about Stocking before Twilight, though they both came out within a short amount of time between each other.
