I'd say Frieza is a character far more similar to Chrysalis, because no matter how many times you beat her ego down, she'll be rotten to the core, out of extremely stubborn pride, as far as they've been portrayed. (Except I'm not even sure Chrysalis can rhave allny respect for her worst enemies)


 
As for the Vegeta analogue of sorts, I'd say Discord is slightly similar, in that his pride has caused trouble in the course of his redemption arc, took him like six seasons for it to _*probably_* sink in that he isn't really that invincible.


 
In any case, MLP and DBZ are different franchises, and have notably different standards for its villains, regarding actions that happened and the scale for irredeemability.
