1-Sugar Belle was part of the pseudo-Communist cult that Starlight was the leader of.


 
2-Starlight was most likely busy running the School of Friendship.


 
3-Keep in mind how Discord-centered the episode was. Starlight is not only not willing to put up with Discord's crap, but she is powerful enough to actually damage Discord. The episode wouldn't have worked as well with Discord around.
