Well, I think I couldn't be a US Marine if I'm italian or english, no? Sure, we should know Equestrian Laws, maybe a Princess could give titles if someone was trusted or did something for the reign.
Gallus and the other students saved Equestria sometimes, also they had a strained glass in the castle, so... why not? Sure he (and the students) did more for the ponies than other.
