There could be alicorns before Celestia and Luna, but that would be in the pre-Equestrian era, because Celestia and Luna became rulers shortly after the founding of Equestria.

The alicorn in the book could be one of these ancient alicorn rulers, or one that ruled a minor kingdom during the 1000 years of Celestia's rule over Equestria.
