Age and physical growth are two different things. After all, you don't see an 10year old shooting up 2-3 feet by the time they're 12 do ya? No, it takes them at least until their 16-18 to grow even an inch or two more.
Hell, human infants don't start showing any major height difference until their 3-4 years old.
And who the hell knows when a pony begins growing or has a growth spurt in this universe since ponies "come of age" when they get their cutiemarks but are still considered foals for at least another 3-4yrs.
