I'm not so sure that gems are a rare find considering that caverns like this exist:

And how said cave is entirely uncontested, which further implies that the gems aren't valuable enough to extract unless the person askdoing for themat has a specific non-monetary purpose in doing so. They're shiny, and Rarity's creative eye lets her make them into some really pretty dresses. I'd wager that huge diamond(?) Rarity is carrying here is worth no more than the equivalent of $25. Its "value" comes from the labor required to extract it. It might be pretty heavy.
