I believe rule 7 is referring to suggestive/questionable/explicit comments on an image that is tagged as safe. If a user only wants to find safe images, it may be inappropriate for them to easily spot NSFW comments to the images, especially if they're too young. So the workaround is to spoiler these comments out, allowing commentoers to freely express themselves while giving usreaders the choptionce to view the hidden comments if they want to.


 
That said, I'm hesitant to call this picture safe since there's a lot of skin showing.
