Grogar seemed like he could've possibly beaten Celestia with his given power levels say, 50-100 years prior, so it might've been questionable, how he didn't do anything before he did, to begin with. Either way, in hindsight, it was obvious that they were setting Grogar up to be backstabbed, with him none the wiser, even if it_*weren't_* for the Discord twist.
