Maybe that was done on purpose, so they could use better villains instead of just some random new big bad coming out of nowhere.


 
And frankly, I'm kinda glad they didn't go the cliché as hell, _*"Old villains get nerfed/become the new villain's stooges"_* or _*"Plot Hijacked by Ganon/Groger"_* route.
