Pretty much. Starlight is probably not that readily inclined to break down without _*good_* justification if she has _*no_* emotional attachment (especially not a negative opinion) to the one who's saying things like this. Remember her reaction to Twilight's speech in S5 being "QUIET!"? That's a reaction more in-character, as would her insulting Chrysalis back with "that's tough talk coming from the 'Queen' of Nothing," like she's subtly fired back at Trixie with "accepted she's second best" before.

Sunburst's voice would make no sense because Starlight would either think he's being "mentally ill" delusional if he was claiming his magic was better, or be tipped off/suspect it isn't actually Sunburst saying that.
