I also agree about the "release danger" factor was (in principle) equivalent to a Discord´s Rampage.
This is why I think that Celestia made a PACT with Discord BEFORE bringing him to Sweet Apple Acres [even if she could not hear him agreeing or not, the simple fact that he did not revealed it to the mane six is by itself better than a "Deal!"].
