It is usually a collective thing along with some individual blame. Depending on how far into the future this is in, it is very possible for a downfall such as this; especially when you take into account that Twilight and her friends are probably long gone. Plus, I'm sure Luster Dawn did her best if she and her friends tried to live up to Twilight and her friends and we're just assuming she became Twilight's successor when we don't know that for sure.
