The series couldn't decide that and I am split myself. Honestly I am pretty drawn to Faust's original intention for Celestia as something as a mother figure for Spike. The series went in every which way and seeing Twilight as a mother figure to Spike was something that I thought was a interesting concept. Perhaps Twilight is a sister-mom!
