Broccoli (Brassica oleracea) thrives if irrigated with salt water, so given that the top of it has plenty of sunlight, it will not begin to die inmediatly like it probably would if summoned at Briddlewood (its enormous daily nutrient requirements could not be satisfied by just a few centimeters of fertile soil below it & maybe a waterstream, but the minerals in the seawater of the ocean may do for a while).
-> The risk of creating megatons of putrid decayed plantmatter can be managed, at least until there is a tsunami or hurricane.
Assuming the spell does not "puff out" the plant after midnight (or 3 days at sunset), now all the ponies of Maretime Bay with either wings or a boat have a mission of critical importance: To cut out pieces of the colosal brocoli [those should float] to process it on land to feed a hungry population of unicorns over the entire continent (who are now getting out of their "letargy", needing more energy to cast telekinesis daily).
The reason for Izzy to be able to bring such a colosal version is simple: The spell she casted is just a "summon it here" location beacon for a much more powerful artifact (powered by the global laylines/geothermal energy source), that automatically calculates the "ammount of brocoli" required since the "last request" [based on estimated consumption from previous data], compensating for the last decades/centuries without magic.
-> The next time she or any other unicorn casts that spell, it will just bring a normal sized brocoli.
