Yeah, the minivan is interesting. According to Wikipedia that model doesn't exist in the US. The driver is wearing western style clothes, so it rules out places like Indonesia, Thailand, Singapore and Hong Kong where you'd get a mix of Japanese RHD and Malaysian LHD vehicles (the Vanette in specific was built in both places). So I'll guess this is in Oz. They do have a mix of RHD and LHD there, and they do (according to Google) have traffic jams.
(it's actually a really good picture, with all that detail to it. Too many artists just do a blurred, featureless background; this artist put a lot of work into it.)
