Well, in the United States there wasn't something of the sort, but in Rome, there is Tiberius spending the latter half of his rule exiled in Capri and having his praetorian prefects managing the administration in his absence (he even had to execute the "[first":](https://en.wikipedia.org/wiki/Sejanus) because he apparently had started plotting to take advantage of his absence to overthrow him).
