I believe the foals were the GM’s attempt to shame Night Cap into helping. This was supposed to be a campaign of heroes after all. Unfortunately for that plan, Night Cap does not possess shame.
Night Cap’s heart sinks once more as he sees who else will be waiting beyond the fence: foals.

He looks back at the trenches, all those ponies hard at work, together, contributing to something larger than themselves, all while knowing that their own numbers aren’t enough for the job. They’re in such need of help that they’re pressing outsiders into service. Can he really abandon them?
Yes.
Without another glance, he follows the fence towards the viewing area.
