I’d put the image options up top, so all that stuff is in one place.
 
Putting the comment writing box down at the bottom is nice, lets you see the most recent comment when you write it. I’m not sure why the default display for DerpiB has the most recent comment on top, since that forces you to scroll to the bottom of the page then read up.

I think the bolded titles are a bit to strong for the eyes. Maybe something softer or smaller?  
I like how the image options are easier to access and I think that it may be easier to use for those with a tablet.  
I also think that the source link should be higher than tags, but that’s only my opinion.  
I like the general idea and it will improve navigation.

previous and next are kinda redundant when no user I can think of would just browse from through like that, they’d use the index.
