That’s there so the first uploader can check and mark his as a “dupe” if the new upload is higher res or an update or whatever. Yes, the wording on the message could use some work.
As for random false positives, this is stuff sorted by a few algorithms that check average colors in large image blocks; it doesn’t “see” the image, just a few random-looking numbers it then decides are close enough to some other random-looking numbers to merit asking the uploader to do a quick visual check.
