To be honest, I can’t really agree with this. Ren and Nora had yet to receive any real, if any, character development so far in RWBY so to find out that they were the only survivors of a grimm attack that killed everyone in their village, including Ren’s parents (who he SAW die) was welcome, if very dark, character development. Jaune himself finally found out that Pyrrha loved him only for her to die and part of volume 4 showed some of the fallout of that for him and how he’s coping (if at all).
 
As for Yang, Weiss and Blake’s sections. I can’t really saw they were rushed, all three characters had their own problems to deal with and their arcs showed them dealing with said problems. Weiss had been dragged home to her abusive father who proceeded to abuse her further which resulted in her running from home. Blake tried to flee from the White Fang in a well meaning but foolish to protect her friends which resulted in a member of the White Fang hurting one of her friends anyway and upon learning what the White Fang have in plan, has come to accept that she can’t run away and with the help of her family, intends to take them head on. Yang herself had been traumatized as a result of losing her arm and her arc was about overcoming said trauma and getting used to her prosthetic arm before heading out to find either her sister Ruby or her mother.
 
What people need to remember is that we can’t expect every character to get development in every volume, there’s too many characters for that and the fact that six of the main characters got development and still introduced a new possibly major character in the form of Ozcar, (The farm boy who now has Ozpin in his head)is nothing short of a awesome accomplishment for Roosterteeth and I have no doubt that Ruby herself will get development in volume 5.
