I was not expecting this to tie in to the plot of that episode.

When I saw that scene, I was speechless. It seems to me that Starlight Glimmer somehow got help from Maud Pie to create the cutie mark vault. I’m not saying that it is Maud’s fault.

Okay, just to note something:
 
As indicated by Starlight’s CM, she’s probably already started nabbing CMs from ponies. Her original episodes showed that she was able to simply bottle them, so my guess is that she’s already started brainwashing ponies and is keeping their marks somewhere. This just her trying to find a more convenient place to store them rather than having a bunch of bottles or whatever.
 
Maud may have inadvertently made things easier for Starlight, but Starlight was probably already in the process of stealing CMs.
