Sooo, say, the burning tobacco (perhaps with some additives, or maybe tobacco would be vaporised along alcohol and on the bottom there would be another material burning)would heat the alcohol so that it would vaporise, and the vaporised alcohol would be inhaled along tobacco smoke
 
It would be a kinda quirky construction, but possible to make with  
-a diamond saw (to cut off the beer bottle’s bottom)  
-a beer bottle  
-a round-bottom flask (small enough to fit into the beer bottle after its bottom is cut off)  
-a drill bit for drilling glass  
-a bit of steel wire, some steel plates (to attach the flask into the inside of that bottle)  
-various metalworking hardware (files and drills would be enough, but an angle grinder could help)  
-a steel strainer (to be attached at the bottom of the bottle, so that tobacco won’t fall out, you might need two if you want to vaporise tobacco as well (so that you have a separate compartment for the other burning material)
