I, personally think Sombra was there just to be the face of the villain. The Crystal Empire didn’t have any exterior villain, the only thing that hindered Twi’s progress were her own doubts and fears. That was the real villain, and it was executed flawlessly. Sombra was only the face.

I like his style.
 
Surely he didn’t have as much characterization but think about it.
 
He was just a unicorn. An ordinary unicorn. And he learned Dark Magic. Magic powerful enough to make him into some eldritch… thing
 
That means that magic still exists.
 
And worst of all… with his horn still intact he could be out there.
 
Most of the Villains didn’t have a choice by their very natures.
 
But King Sombra embraced the dark path long ago.
