Wikipedia says that there are about 60,000 Mexicans living in Canada, so it’s not exactly impossible.  
Besides, sombrero jokes aside, he easily be a Spanish conquistador.

On the one hand, the Crystal Empire is Pony Canada, since it’s the frozen north. On the other, Sombra is the spanish word for shadow…
 
So, he’s a mexican that conquered Canada.
