Dark magic. Incredibly powerful compared to normal magic, but carries a risk of losing oneself to it.
 
And I just had a thought. What if Sombra had actually been an okay ruler at first, but then tapped into dark magic for some reason and lacked the integrity of will to resist its siren call.
