I made a .gif once
Yeah, I’m pretty sure it has to do with the literal number of bytes that make up the file. I think I hit this once. I forget what Derpibooru’s upload limit was, though. 15MB, something like that, maybe?
 
Though presenting the error this way is a little weird.

“Character” is sometimes conflated with “byte”. In the early days of computing, each character (i.e. letter, number, symbol, etc.) was encoded using 1 byte.

I remember having a similar problem. Saving the picture to your hard drive and then uploading it (as opposed to uploading from the URL) works.
