There’s greedy, and there’s stupid greedy. Flim and Flam seem to be the latter, and getting worse.
They’re just really greedy guys who want to expand their business is all.

It’s a resort, not a casino. Two totally different things guys.
They must be running one lousy casino, those places are rarely short of money save when declaring their annual taxes.
Using the money from the school to expand the casino.
I just don’t see why Neighsay would need to use Cozy to dig up an outdated draft of the school’s curriculum when the EEA already had a dozen of copies of it…
With the ending scene, where Twi and Rarity wonder how F&F could get a copy, only to have Cozy come in immediately in response? That’s a pretty big Chekov there.
And she was the one that brought the fliers in to start, which I suspect was also part of Neighsay’s longer plan, purposely to rile up Twilight and check out the school if not to already draw students away from it.

Twilight gave several copies of that book to the board members of the EEA, including Neighsay.
The actual implication is that Neighsay put the Flim Flam bros up to this.
